Person · Not stated
Still open: Footage comes from dashcams on vehicles making ordinary journeys. No driver identity check is documented, and none would be relevant to the data.
- 2. Captured locallyNot stated
Camera · Not stated
Still open: No hardware attestation, signing or anti-injection method is documented. The provider is not on the C2PA conforming products list.
Place · Claimed. Each frame and detection carries the camera's GPS position and heading, an H3 cell and an OpenStreetMap road segment (CityStream OpenAPI). Atlas attaches the location to every result.
Still open: No GNSS quality metrics, spoofing checks or signing are documented.
Needs both: the weaker one counts.
- 3. Genuine deviceNot stated
App · Not stated
Still open: Captured on the provider's own dashcams, which run detection models on the device. No device or firmware attestation is published.
- 4. Sealed captureNot stated
Camera · Not stated
Still open: No hardware attestation, signing or anti-injection method is documented. The provider is not on the C2PA conforming products list.
Content · Claimed. Atlas: 'Every video is classified before it enters the index, and in-cabin, stationary, and low-quality footage is filtered out.' Atlas ranks results with the BADAS collision-risk model. Live Feed detections carry model confidence scores, and VirtualCam frames carry a frame-quality score.
Still open: Classification error rates for delivered data are not published. BADAS benchmarks are internal, and the provider labels them that way. It is not stated whether people review targeted-collection results.
Counts only with a stated signing mechanism (C2PA, a manifest).
- 5. Known timestampReported
Time · Claimed. Each VirtualCam frame carries a capture timestamp (captured_at, with timezone offset), and each Live Feed detection carries the evidence-frame timestamp plus first- and last-recorded times (CityStream OpenAPI). Atlas attaches the date to every result.
Still open: How capture time is set (device clock, GPS time or server receipt) is not documented, and the timestamps are not signed.
A time stated, not attested (RFC 3161, a log): Reported.
- 6. Tracked in transitNot stated
Custody record (optional field) · Not stated
- 7. Independently verifiedNot stated
Cross-check · Not stated
Still open: CityStream reports repeated observations of a place from Empiric's own dashcam fleet ('Every vehicle that passes a location adds an observation'). One operator and one pipeline count as one source (STANDARD §3), so this is re-observation, not independent confirmation. Empiric's /verify page covers model benchmarks only.

Notes
About. Dashcam data company formed when Nexar and Nauto merged; it has operated as Empiric Earth since 15 September 2026. About 350,000 dashcams on vehicles making ordinary journeys feed Atlas, a searchable library of curated driving video (6M+ videos) for AV, robotics and research teams, and CityStream, a continuously refreshed feed of road detections (signs, work zones, defects, surface) plus anonymized road frames for an area (VirtualCam). When a scenario is not in the archive, customers can commission targeted collection, which points the live network at that condition. Atlas and targeted collection are sold through sales. CityStream has REST APIs that need an approved account. Nothing can be ordered by API.
Price. from_usd 0 means unknown, not free. The Atlas, CityStream and AV pages list no prices and route to an enquiry form. Data-licence agreements are separate contracts that are not published.
Coverage. Company figures: 350,000 active sensors, 300M+ new miles a month across 50+ countries, 10B+ miles of history, 98% of US roads reached, 80M+ objects detected daily. Before the merger, Nexar alone cited 100M+ miles a month across 94% of US roads. 'Coverage follows where vehicles actually drive', and no route is driven to produce data, so rural or low-traffic roads refresh rarely. CityStream describes a 'nationwide' (US) network and MUTCD-coded US signs. Countries outside the US are not listed. Atlas notes that 'coverage varies by geography'. Non-US countries are unnamed, so the card lists only the US.
Timing. Atlas: 'Targeted collection points the live network at the condition you asked for.' No delivery time is stated. CityStream Live Feed: 'real-time detections performed by Nexar's network of cameras on the road', refreshed as vehicles pass, with no latency figure.
Licence. Customer licence terms are not public. The website terms say 'product, device and data-licence agreements are separate contracts', and the CityStream OpenAPI files state 'License: Proprietary'. The company says it holds and licenses the record, will not sell personal data, and does not build plate recognition, face recognition or person-level search. It says data is 'de-identified at capture', and VirtualCam returns 'anonymized frames'. The developers page lists 'training or fine-tuning on real-world driving' as a use case, but no published term grants or forbids AI training or resale. On the capture side, Nexar's consumer site says road data is blurred on the device. The same page says Nexar uses footage, including non-anonymized footage, to train its own safety AI. The website terms (s.6(e)) ban robots and automatic access to the website; the API's own terms are unpublished, so automation is not stated.
